background remover will not load

using corel psp photo pro x3 I installed background remover into the plugin folder under effects. I then open up an image and promoted it to an background layer. I tried to open up background remover nothing happens, will not load. I have been instructed already to make sure current image must be rgb and has layer of 32bits. I check this and made sure that my image (increase color depth and click on 16 millions) is 24 bits. I have also made sure that under corel file locations that the location of the plugins folder is there. Should I reinstall background remover 3.1 and try again?
