Background Remover

Does Background Remover require Adobe Paint Shop or some other program? I purchased and downloaded the the program to my desktop however, the program is not there.  It takes me through the install process and at the end says finished.  I try to run the program and it takes me through the install process again.  Perhaps I need a program like Coral or Adobe Paint Shop I have neither.  Do I need to purchase one?  Help Please!

I just installer it, but whem I run PS CS3 i get this error message "Please run this program from the Administrator account so it can set up your license. Once the license is set up, you can run it from any account." Yet my account is the admin account - Help
